Kaioken can be unlocked after the Saiyan Saga. You have to do the Parallel Quest, Invade Earth. The mission is to take down the enemies while Nappa survives. If you do that you will get bonus, which is defeating revived Goku. When you face revived Goku and he will go Kaioken. Now beating him will give you a CHANCE to unlock Kaioken. You need to remember that the rewards are RNG based and nothing will guaranteed. I took me about 5 attempts, I kid you not, I was past the Future Saga when I finally got it. That means I was past the Cell Saga and still couldn't buy it, I think you actually have to earn it if you want it this time. It also said I mastered the skill so it might just be a time based situation.

Kaioken levels are based on your Ki levels. One energy bar is normal Kaioken, 3 bars is x3 Kaioken and 5 bars is x20 Kaioken. This transformation will drain your stamina, at x20 it will drain very quickly. This will make your attacks stronger and your Ki attacks stronger as well.
